Average users are not about to undertake a feat like that. Those users would all have to buy a brand new version of Vista that they wanted to upgrade to, back up all of their data, re-install everything, re-configure all of their settings, and re-load all of their files.

This would nuke the entire idea behind the Vista Anytime upgrade system as a easy-to-use upgrade system. I can't see it being a staged build issue, or else just about anyone who buys an off-the-shelf computer with Vista pre-installed would not be able to upgrade.

Is this an issue with MSDN subscriptions or staged builds?
